Open Markets Demands a People’s AI Action Plan
As White House Pushes Big-Tech-First Agenda, Over 90 Public Interest Organizations Call for an AI Policy Agenda That Puts People First
The Open Markets Institute joined more than 90 public interest organizations to launch the People’s AI Action Plan—a collective demand for an AI policy agenda that serves the public good.
Tomorrow, the Trump administration is preparing to unveil an AI Action Plan that prioritizes the interests of Big Tech and Big Oil above all else, paving the way for unrestrained and unaccountable AI deployment across every aspect of American life.
We warn that such an approach will deepen inequality, further threaten free speech and access to reliable news and information, and put critical public interests—like clean air, safe water, and economic fairness—at tremendous risk.
With contributions from Open Markets and many other trusted public interested organizations, the coalition’s call for a People’s AI Action Plan presents priorities to:
Promote open and competitive AI systems, free from corporate gatekeeping.
Ensure transparency, accountability, and oversight in AI deployment.
Protect workers, consumers, and communities from AI-driven exploitation.

Block Mergers and Anticompetitive Partnerships: Prevent dominant firms from solidifying control over AI by halting mergers and breaking up existing exclusive agreements that limit market diversity.
Break Up Concentrations of Power: Target the concentration of power across the AI technology stack by applying structural separation and vertical integration restrictions.
Guarantee Access to Essential Inputs: Impose non-discrimination obligations on dominant firms to ensure fair access to computing power and other critical AI resources.
Enable Consumer and Business Switching: Empower consumers and businesses by enforcing data portability and interoperability in cloud and AI services.
